My Role

I wore three hats on this project: Product Owner, System Administrator , and SME. As Product Owner, I was tasked with providing a new BOE system that was quicker, cleaner, and updated with modern BOE software features. I became the bridge between technical teams and business stakeholders. My responsibilities included:

  • Defining the requirements by working directly with estimators (junior and senior) and leadership to understand bottlenecks in the proposal process.

  • Prioritizing enhancements and managing the backlog of the old system and new system to ensure we were meeting the needs of the business.

  • System administration, maintaining configurations, pricing logs, and access to ensure stability for over 100+ users across the business area.

  • Change management and training, guiding new users, creating reference materials, and ensuring adoption of system updates.

  • Driving modernization efforts, advocating for improvements to bring the tool up to modern standards of performance and usability. 

 

This unique combination of Product Ownership, Technical Administration, and subject matter expertise allowed me to see the system from every angle, ensuring solutions were both technically feasible and valuable to the end users. While guiding the tool's future, I also needed to make sure the legacy system was running day-to-day and proposals were still being built buy the system users who heavily relied on it.

Lockheed Martin is the #1 U.S. government contractor in Aerospace and Defense, made up of four business areas that develop products for the U.S. Department of Defense and U.S. federal government agencies. Within the Missiles and Fire Control business area, I supported the Central Estimating team as Product Owner, System Administrator, and Subject Matter Expert (SME) for the Estimating Financial System Basis of Estimate (EFS BOE) tool.

 

Originally built in the early 2000s, the EFS BOE was a home-grown solution designed to help estimators build proposals more quickly and collaboratively. The tool provided real-time pricing updates and enabled digital proposal development from start to finish.

 

However, after two decades in use, the system had become outdated, slow, and difficult to maintain, creating friction in a process where speed, accuracy, and trust were critical.

The Solution

Working closely with the estimating team, I foused on removing friction and modernizing workflows without disrupting day-to-day. We built Raptor BOE in a completely separate environment and I focused on pushing incremental wins at the end of each sprint that build confidence and trust. The user's / stakeholder's main goals were to have a system that allowed them to work faster, smarter, and with fewer errors. My role as Product Owner was to translate user frustrations into practical, modern solutions. 


Here is how we transformed their experience:

Real-Time Collaboration ​

  • Before, updates only appeared after refreshing or sharing files manually.

  • I enabled live updates so that the team could edit, review, and track proposals seamlessly. 

Smarter Data Entry

  • Repetitive manual edits led to errors and excess use of database storage.​

  • I introduced auto-populating fields and dynamic checks that reduced mistakes. 

Performance Improvements

  • Estimators worked on tight deadlines and needed a system that yielded faster responses with reliable results. 

  • I increased user testing by implementing bi-weekly A/B testing and user scenario scripts to minimize errors.
